**Over 15.50 Lakh BJP Members in Himachal Will Carry the Message of Service, Good Governance and Developed India to Every Household: Dr. Bindal**
**Shimla, October 15, 2026:** The Bharatiya Janata Party, Himachal Pradesh, organised a virtual meeting of its state office-bearers under the chairmanship of BJP State President Dr. Rajeev Bindal. Leader of Opposition and former Chief Minister Jairam Thakur, State Organisation General Secretary Siddharthan, all party MPs, MLAs and state office-bearers attended the meeting.
During the meeting, the party unanimously passed a comprehensive political resolution titled **“25 Years of Service, Good Governance and Dedication — From Nation First to Developed India”**, commemorating the completion of 25 years of governance under Prime Minister Narendra Modi. Through the resolution, the Himachal Pradesh BJP expressed its admiration and gratitude for the Prime Minister’s leadership, dedication to public service, commitment to good governance, welfare of the poor, national development and vision of a Developed India. The party also conveyed its heartfelt wishes for his good health, long life and continued service to the nation.
Addressing the media after the meeting, BJP State President Dr. Rajeev Bindal said that Prime Minister Narendra Modi began his journey in government on October 7, 2001, when he assumed office as Chief Minister of Gujarat. On October 7, 2026, this journey completed 25 years. He said that after serving for more than 12 years as Chief Minister of Gujarat and more than 12 years as Prime Minister of India, Narendra Modi had consistently placed the interests of the nation above personal and political considerations. His guiding principle has been **“Nation First, Individual Later; Nation First, Party Later.”**
Dr. Bindal said that these 25 years represented not merely a period of holding public office but a remarkable journey of transforming governance into an instrument of public service. He said that Prime Minister Modi had worked to transform power into service, public office into responsibility, policies into measurable outcomes and people's participation into national strength. The Himachal Pradesh BJP, through its unanimously adopted resolution, expressed gratitude for the achievements India had recorded under his leadership and for the special affection and developmental support extended to Himachal Pradesh.
Dr. Bindal stated that Prime Minister Modi's governance philosophy was not confined to announcing welfare schemes but was focused on bringing meaningful changes to the lives of ordinary citizens, particularly the poor and underprivileged. He highlighted initiatives such as Pradhan Mantri Awas Yojana, Pradhan Mantri Ujjwala Yojana, Swachh Bharat Mission, Jan Dhan Yojana, Jal Jeevan Mission, Ayushman Bharat, PM-Kisan Samman Nidhi and Pradhan Mantri Garib Kalyan Anna Yojana. These initiatives, he said, were designed to provide housing, clean cooking fuel, sanitation, drinking water, banking access, healthcare, financial assistance and food security to vulnerable families.
Referring to the resolution, Dr. Bindal said that according to NITI Aayog's assessment, approximately 24.82 crore people moved out of multidimensional poverty in India between 2013–14 and 2022–23. He said this reflected the significance of policies focused on Antyodaya, or the welfare of the last person in society, and the broader objective of ensuring dignity and economic empowerment for disadvantaged communities.
Highlighting the impact of housing schemes in Himachal Pradesh, Dr. Bindal said that according to Central Government figures cited in the resolution, the state had been assigned a target of 1,08,389 houses under Pradhan Mantri Awas Yojana–Gramin as of July 2026. Of these, 1,02,682 houses had been sanctioned and 69,018 completed. Similarly, under Pradhan Mantri Awas Yojana–Urban, 12,758 houses had been sanctioned, while 11,128 had been completed. He said that more than 80,000 houses had been completed under the two schemes, while the total number sanctioned exceeded one lakh. These houses, he said, represented more than physical structures; they provided security, dignity and a better future for thousands of families.
Dr. Bindal said that the establishment of the All India Institute of Medical Sciences at Bilaspur was among the most significant contributions of Prime Minister Modi's government to Himachal Pradesh's healthcare infrastructure. Developed at a cost exceeding approximately ₹1,470 crore across nearly 247 acres, AIIMS Bilaspur has infrastructure for 750 beds, 64 ICU beds, 18 speciality departments, 17 super-speciality departments and 18 modular operation theatres. It also has an annual intake capacity of 100 MBBS students and 60 nursing students.
He said that the establishment of AIIMS Bilaspur had strengthened the state's medical infrastructure and expanded opportunities for advanced healthcare and medical education. For decades, patients from Himachal Pradesh had frequently travelled to Chandigarh and Delhi for specialised treatment. AIIMS Bilaspur, he said, represented an important step towards improving access to advanced healthcare within the state. He also highlighted the importance of Ayushman Bharat in providing financial protection for eligible families requiring medical treatment.
The BJP State President said that Prime Minister Modi's government had given special priority to improving road connectivity and modern transport infrastructure in Himachal Pradesh. He described the 9.02-kilometre-long Atal Tunnel, Rohtang, as a historic achievement that had transformed connectivity for the Lahaul-Spiti region while also strengthening tourism, local economic activity and strategic access.
Dr. Bindal said that the development of the Kiratpur–Manali corridor, modern tunnels and bridges, the Parwanoo–Solan–Shimla National Highway, Shimla Bypass, Pinjore–Baddi–Nalagarh corridor and Pathankot–Mandi highway projects would strengthen tourism, industry, agriculture and horticulture in Himachal Pradesh. According to the resolution, the Kiratpur–Manali corridor was designed to reduce the distance by approximately 38 kilometres and travel time by nearly three hours compared with the earlier route. He further stated that approximately 15 National Highway projects worth ₹4,000 crore were inaugurated or had their foundation stones laid in Himachal Pradesh during 2024.
Dr. Bindal said that railway expansion had historically remained a major challenge in Himachal Pradesh because of its difficult mountainous terrain. However, he maintained that railway development had received renewed attention under Prime Minister Modi's leadership. According to the Central Government figures mentioned in the resolution, the average annual railway budget allocation for Himachal Pradesh during 2009–14 was approximately ₹108 crore, which increased to ₹2,716 crore in 2025–26, representing an increase of more than 25 times.
He highlighted the importance of the Bhanupalli–Bilaspur–Beri railway line, Chandigarh–Baddi railway project and the proposed Bilaspur–Manali–Leh strategic railway line. He said these projects would contribute to industrial development, tourism, trade and national security. The resolution also noted progress in the construction of tunnels and bridges associated with the Bhanupalli–Bilaspur–Beri railway project.
Dr. Bindal said that Himachal Pradesh had benefited from the special financial arrangements available to Himalayan and special-category states under several Centrally Sponsored Schemes. In many such schemes, the Centre contributes 90 percent of the funding, while the State Government contributes 10 percent. He said that this financial framework had supported development in rural connectivity, drinking water, healthcare, industry and other essential sectors.
The BJP State President emphasised that Prime Minister Modi's association with Himachal Pradesh had begun long before he assumed office as Prime Minister. During his years as an organisational worker, Narendra Modi had spent considerable time in Himachal Pradesh and developed a close relationship with its people, villages, traditions, culture and party workers.
Dr. Bindal recalled that in 2022, Narendra Modi became the first Prime Minister of India to participate in the International Kullu Dussehra celebrations. His presence during the historic Rath Yatra of Lord Raghunath and the gathering of traditional deities, he said, reflected his respect for Himachal Pradesh's rich cultural and spiritual heritage.
He said that Prime Minister Modi had also helped bring national and international attention to Himachal's traditional products and cultural identity, including Chamba Rumal, Chamba Thal, Himachali caps, Kangra paintings, traditional Kullu textiles and other locally produced handicrafts. The emphasis on **Vocal for Local**, he said, connected the preservation of cultural heritage with opportunities for local artisans and economic development.
Dr. Bindal further said that women's empowerment, youth development, farmers' welfare and self-reliance had remained important components of Prime Minister Modi's governance agenda. He referred to Ujjwala Yojana, Jan Dhan Yojana, Mudra Yojana, women's self-help groups and the Nari Shakti Vandan Adhiniyam as initiatives aimed at expanding women's social, economic and political participation.
Similarly, programmes such as Skill India, Startup India, Digital India, Atal Innovation Mission and Mudra Yojana had sought to encourage skill development, innovation and entrepreneurship among young people. He said that Himachal Pradesh possessed significant opportunities for its youth in tourism, information technology, pharmaceuticals, medical devices, horticulture, natural farming, food processing and green energy.
Dr. Bindal said that Himachal Pradesh was not only Devbhoomi but also Veerbhoomi, with a proud tradition of military service and sacrifice. He said that national security, respect for soldiers, defence self-reliance and improved connectivity to border areas occupied a prominent place in Prime Minister Modi's Nation First philosophy. Projects such as the Atal Tunnel and strategic border roads had strengthened both regional development and national security. He also highlighted the Prime Minister's vision of regarding border villages not as the country's last villages but as its first villages.
Speaking about environmental protection, Dr. Bindal said that Prime Minister Modi had sought to make environmental responsibility a people's movement through initiatives such as **Ek Ped Maa Ke Naam**, Swachh Bharat Mission and the promotion of local products. He said that maintaining a balance between environmental conservation and economic development was especially important for a Himalayan state such as Himachal Pradesh. The BJP, he added, remained committed to protecting the state's forests, water resources, natural heritage, traditional culture and ecological balance while pursuing the goal of a Developed Himachal.
Dr. Bindal said that the Himachal Pradesh BJP had drawn inspiration from Prime Minister Modi's 25 years of service and dedication to strengthen its own organisational commitment to public welfare. During the 2024 membership campaign, the Himachal Pradesh BJP enrolled more than 15.50 lakh primary members and secured second position nationally in the campaign's performance.
He said that these members represented not merely an organisational figure but a vast network of workers committed to public service, Antyodaya and Nation First. Through initiatives such as Sangathan Parv, active membership campaigns, booth strengthening, Pandit Deendayal Upadhyaya training programmes, Mann Ki Baat, cleanliness drives, beneficiary outreach and digital training, BJP workers continued to engage with society at the grassroots level.
Dr. Bindal said that the resolution adopted during the meeting reaffirmed the party's commitment to taking Prime Minister Modi's guiding principle of **“Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas”** to every booth, village and household in Himachal Pradesh.
He said that party workers would continue to focus on the welfare of the poor, prosperity of farmers and horticulturists, opportunities for youth, women's empowerment, respect for soldiers and ex-servicemen, environmental conservation and ensuring that the benefits of Central Government welfare schemes reached every eligible beneficiary.
The BJP State President said that the party's objective was not merely to expand its organisational strength numerically but to develop ideologically trained, socially sensitive, technologically capable and service-oriented workers. He said that the Himachal Pradesh BJP would contribute wholeheartedly towards realising the vision of **Viksit Bharat 2047 through Viksit Himachal**.
Dr. Bindal also said that the resolution called upon the State Government to place the development and welfare of Himachal Pradesh above political considerations. Issues such as employment, the welfare of farmers and horticulturists, healthcare, education, roads, drinking water, employees' concerns, the state's financial situation and law and order required meaningful solutions.
He said that the BJP would extend cooperation wherever constructive steps were taken in the interest of Himachal Pradesh, but would continue to raise public concerns democratically and on the basis of facts wherever public welfare was compromised. He reiterated that for the party, the nation came before political interests and Himachal Pradesh's welfare remained a priority.
Concluding his remarks, Dr. Rajeev Bindal said that Prime Minister Narendra Modi's 25 years of governance represented a journey of service, good governance, dedication, determination, achievement, welfare of the poor and the spirit of Nation First.
He said that the Himachal Pradesh BJP had unanimously passed the historic resolution expressing heartfelt admiration and gratitude towards Prime Minister Modi, along with wishes for his good health, long life and continued leadership. The resolution would be forwarded to Prime Minister Narendra Modi and the Central BJP leadership.
Dr. Bindal said that Prime Minister Modi had shown the path of dedicated public service and that the Himachal Pradesh BJP was determined to follow that path by contributing to the vision of a Developed India through a Developed Himachal.
From roads to railways, from the Atal Tunnel to AIIMS, from permanent homes for poor families to farmers' welfare, and from women's empowerment to the aspirations of youth, Himachal Pradesh had been both a witness to and a participant in Prime Minister Modi's 25-year journey of governance and public service.
**“Service is our tradition, good governance is our commitment, organisation is our strength, Antyodaya is our philosophy, Nation First is our identity, and a Developed India is our goal,” Dr. Bindal concluded.**
