Himachal Completes Geo-tagging of 94.78% of AIF Schemes, Leading the Country

Himachal Pradesh has achieved a significant milestone in the implementation of the ambitious Agriculture Infrastructure Fund (AIF) scheme, not only demonstrating remarkable progress in project execution but also securing the first position nationally in the crucial standard of geo-tagging for transparency and monitoring. This success is a testament to the current state government's serious efforts, led by Chief Minister Thakur Sukhvinder Singh Sukhu, to ensure the allocated funds are correctly utilized and approved schemes are implemented effectively on the ground.

The state has successfully completed geo-tagging for 94.78% of the total 862 disbursed projects, ensuring that financial assistance is utilized for the right purpose at the correct location. This level of accuracy and transparency is vital for the Rs. 925 crore allocated under the scheme.

Geo-tagging is the process of tagging the physical location of the created infrastructure projects with geographic coordinates, which allows for robust physical progress monitoring. State’s impressive percentage, completed out of 862 designated distributed projects, reflects the state's administrative efficiency and its commitment to project monitoring, setting a national benchmark for AIF project oversight.
Following Himachal Pradesh's leading 94.78% geo-tagging completion rate are Assam (93.74%), West Bengal (87.45%), Tamil Nadu (86.54%), and Karnataka (83.51%).

Project Status Across Districts
Across Himachal Pradesh, the geo-tagging status showcases widespread commitment:
Chamba, Kinnaur, Sirmaur, and Solan districts have achieved a 100% geo-tagging rate.
Other districts also show high compliance: Bilaspur (94.29%), Hamirpur (95%), Kangra (97.14%), Kullu (94.67%), Mandi (92.48%), and Shimla (95.47%).
Una reported an 86.96% completion rate.

Transforming the Agricultural Economy
The AIF scheme holds immense potential for transforming State's agricultural economy. The high percentage of geo-tagging confirms that the funds are being deployed in targeted and correct locations, ensuring that critical infrastructure like cold storages, warehouses, nurseries, and processing units directly reach farmers and agri-entrepreneurs. This initiative is not merely bringing investment but is also fostering innovation, such as Precision Farming, and creating new employment opportunities in the agricultural sector, marking a significant step toward agrarian reform.

Financial Assistance and Eligibility
The scheme provides financial assistance to eligible beneficiaries, including farmers, agri-entrepreneurs, Self-Help Groups (SHGs), Farmer Producer Organisations (FPOs), Joint Liability Groups (JLGs), and Startups. The key financial benefits include an interest subvention of 3% (for a maximum of 7 years) on term loans and credit guarantee coverage (reimbursement of CGTMSE premium). The scheme encompasses a wide range of stakeholders, extending even to PPP projects sponsored by government bodies. Eligible activities include primary processing (e.g., grains, fruits, vegetables), infrastructure development (e.g., construction of cold storage, warehouses), organic manure units, and technology-related projects (e.g., various projects linked to PM-KUSUM Component).

How Farmers Can Avail Benefits
Farmers interested in leveraging the scheme can directly apply by logging onto the Government of India portal: https://agriinfra.dac.gov.in/. Commercial, private, PSU banks, Cooperative Banks, and Regional Rural Banks offer loans under the AIF at a 9% interest rate, and the Government of India provides the 3% interest subvention for loans up to Rs. 2 crore. Additionally, farmers can seek further information from banks and Agriculture Department offices across the state.

The state's team leader for AIF, Rajendra Sharma, emphasized that geo-tagging is a critical component to ensure that genuine beneficiaries receive the benefits and the schemes' advantages are visible on the ground. Deputy Director of Agriculture, Palampur, Kuldeep Dhiman, affirmed that the state government's dedicated efforts have placed Himachal Pradesh first in geo-tagging, ensuring that eligible beneficiaries truly benefit from AIF schemes for agricultural infrastructure.
