**Union Minister calls for faster execution of road, rail, healthcare and industrial projects; stresses timely utilisation of funds and accountability**
**Shimla/New Delhi, October 9, 2026:** Union Health and Family Welfare and Chemicals and Fertilizers Minister Jagat Prakash Nadda on Friday reviewed major infrastructure and development projects in Himachal Pradesh, including National Highway projects involving investments of ₹55,103 crore and the ₹15,624 crore Kishau Multipurpose Project.
The review focused on accelerating project implementation, resolving administrative and financial bottlenecks, and ensuring that approved investments translate into tangible benefits for the people of the hill state.
Nadda stressed the need for effective utilisation of Central funds, timely administrative decisions, regular monitoring and stronger coordination between the Centre and the State Government. He underlined that road and rail connectivity, modern healthcare facilities and industrial infrastructure were essential for improving access to services, promoting tourism and generating employment.
## Kishau Multipurpose Project Gets Fresh Momentum
The ₹15,624 crore Kishau Multipurpose Project emerged as a key focus following its declaration as a National Project in September 2026.
An agreement signed on September 15 among Himachal Pradesh, Uttarakhand, Uttar Pradesh, Haryana, Rajasthan and Delhi has paved the way for advancing the long-pending project.
Located on the Tons River along the Himachal Pradesh–Uttarakhand border, the project is expected to provide irrigation facilities to approximately 97,000 hectares of land and generate an estimated 1,476 million units of hydropower.
Under the National Project funding arrangement, the Centre will bear approximately 90 per cent of the financial burden, while the remaining 10 per cent will be shared by the participating states.
The review also covered the approximately ₹7,000 crore Renukaji Dam Project and the ₹1,800 crore Luhri Stage-I Hydropower Project.
## ₹55,103 Crore Highway Investments Under Review
National Highway development featured prominently in the meeting. Himachal Pradesh has a network of 25 National Highways spanning 2,592 kilometres.
Nadda reviewed four major corridors: Kiratpur–Manali, Pathankot–Mandi, Parwanoo–Shimla and Shimla–Mataur. He stressed the importance of construction quality, road safety and adherence to project timelines.
Several stretches of the approximately ₹12,939 crore Kiratpur–Manali project have been completed, while the Pandoh–Takoli section is targeted for completion by March 2027. The corridor includes 31 tunnels with a combined length of approximately 44 kilometres and is expected to improve connectivity to Mandi, Kullu and Manali.
The Parwanoo–Solan section of the approximately ₹8,950 crore Parwanoo–Solan–Shimla Bypass project has been completed. The Solan–Kaithlighat section is targeted for September 2027, while the Shimla Bypass is scheduled for completion by September 2028.
Works worth approximately ₹10,805 crore on the Pathankot–Mandi project are targeted for completion by 2028–29. Proposed works valued at ₹10,226 crore on the Shimla–Mataur corridor are expected to be completed by 2029–30.
The meeting also highlighted the need to expedite permissions for dredging and desilting near the Beas River to facilitate permanent restoration of road sections damaged by floods and landslides. Bids have been invited for preparing the Detailed Project Report for the proposed Bhubhu Jot Tunnel.
## Rural Roads and Railway Connectivity
Under the Pradhan Mantri Gram Sadak Yojana (PMGSY), Himachal Pradesh has received approval for 26,506 kilometres of roads covering 4,170 projects at an estimated cost of ₹13,697 crore. Of this, 23,601 kilometres have been completed.
Nadda called for completing the remaining nine roads under PMGSY Phase I by March 2027 and expediting the award of contracts for 25 works sanctioned under PMGSY-IV.
Railway projects also came under review, particularly the approximately ₹13,410 crore Bhanupalli–Bilaspur–Beri line. The Bhanupalli–Bilaspur section is targeted for completion by December 2027, while pending land acquisition issues on the Bilaspur–Beri section require urgent attention.
The ₹1,540 crore Chandigarh–Baddi railway line was also discussed. Although approximately ₹1,160 crore has already been spent, nearly ₹231 crore of the State Government's outstanding share remains pending. Nadda called for the early release of the amount to prevent delays.
## Healthcare Infrastructure and Specialist Services
The review covered major healthcare investments, including more than ₹1,400 crore for AIIMS Bilaspur, approximately ₹547 crore for medical colleges in Chamba, Nahan and Hamirpur, ₹495 crore for the PGI Satellite Centre in Una, and around ₹200 crore for the Super Speciality Block at IGMC Shimla.
A healthcare project worth approximately ₹1,422 crore, supported by the Japan International Cooperation Agency, was also reviewed. The initiative aims to strengthen medical colleges in Hamirpur, Nahan, Nerchowk, Tanda and Chamba, as well as IGMC Shimla, through advanced diagnostic services, MRI facilities, cancer treatment and modern medical infrastructure.
Under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission, approximately ₹360 crore was sanctioned for Himachal Pradesh for 2021–22 to 2025–26.
The review noted that only one of nine sanctioned Critical Care Blocks had been completed. None of the 12 approved Integrated Public Health Laboratories had been completed, while 29 of the 73 sanctioned Block Public Health Units had been constructed.
Nadda called for accelerating construction and ensuring that completed facilities become operational without unnecessary delays.
## Industrial Development and Disaster Reconstruction
Industrial infrastructure was another key area of discussion. The Bulk Drug Park in Una has received Central grant assistance of ₹1,000 crore, of which ₹225 crore has been released and approximately ₹117 crore utilised.
The proposed Medical Device Park, with an estimated outlay of around ₹100 crore, was also discussed. The State Government withdrew the proposal in October 2024 and returned an instalment of ₹30 crore.
The meeting further reviewed Central assistance for capital investment, disaster recovery and reconstruction, including provisions of ₹2,381 crore under Special Assistance for Capital Investment during 2024–25, ₹2,006 crore for post-disaster restoration and ₹2,150 crore for an externally aided reconstruction project.
## Nadda Stresses Timely Completion and Accountability
Concluding the review, Nadda reiterated the Union Government's commitment to supporting Himachal Pradesh's infrastructure and economic development under the leadership of Prime Minister Narendra Modi.
He urged the State Government to resolve pending clearances, expedite land acquisition, release outstanding project contributions and strengthen monitoring mechanisms.
Nadda emphasised that timely execution, transparent utilisation of public funds and adherence to quality standards would be crucial to improving connectivity, expanding healthcare access, strengthening industry and creating employment opportunities across Himachal Pradesh.
