New Delhi | P. V. Narasimha Rao: The Architect of India's Economic Transformation

Updated on Sunday, June 28, 2026 07:59 AM IST

P. V. Narasimha Rao was one of India's most influential statesmen, remembered as the leader who steered the country through one of its most challenging economic crises and laid the foundation for modern India's economic growth. Serving as the ninth Prime Minister of India from 1991 to 1996, Rao combined political acumen with intellectual depth to usher in sweeping reforms that transformed India's economy.

Born on 28 June 1921 in Laknepalli village (present-day Telangana), Narasimha Rao was an accomplished scholar, lawyer, and polyglot who spoke more than a dozen languages. Before entering national politics, he served in various capacities in Andhra Pradesh, including as Chief Minister, and later held several key portfolios in the Union Cabinet, such as External Affairs, Defence, and Home Affairs.

Leadership During an Economic Crisis

When Rao assumed office in 1991, India faced a severe balance of payments crisis, dwindling foreign exchange reserves, and mounting fiscal challenges. Displaying remarkable political courage, he appointed Manmohan Singh as Finance Minister. Together, they introduced landmark economic reforms that liberalized the Indian economy.

These reforms included:

Liberalization of industrial licensing.
Reduction of import tariffs.
Encouragement of foreign direct investment (FDI).
Privatization and disinvestment of public sector enterprises.
Financial sector reforms and modernization of capital markets.

The policies ended decades of the restrictive "Licence Raj" and opened India's economy to global competition, setting the stage for sustained economic growth over the following decades.

Contributions Beyond Economics

Apart from economic reforms, Rao strengthened India's foreign policy by expanding relations with major global powers and neighboring countries. His government established full diplomatic relations with Israel while maintaining India's traditional ties with the Arab world. He also promoted the "Look East Policy," which enhanced India's engagement with Southeast Asian nations.

Rao was also an accomplished author and translator. His acclaimed political novel, The Insider, offers insights into Indian politics and governance.

Challenges and Legacy

Rao's tenure was not without controversy. His government faced criticism over the demolition of the Demolition of the Babri Masjid and allegations related to political corruption. Nevertheless, historians widely acknowledge that his economic vision fundamentally reshaped India's development trajectory.

For many years, Rao's contributions received relatively limited recognition compared to other national leaders. However, in recent years, his role as the architect of India's economic liberalization has been increasingly celebrated.

In 2024, the Government of India posthumously conferred upon him the Bharat Ratna, recognizing his exceptional service to the nation.

P. V. Narasimha Rao remains a towering figure in modern Indian history. His decisive leadership during a period of national crisis, coupled with his vision for economic reform and administrative modernization, transformed India's economic landscape and positioned the country for its emergence as a major global economy. His legacy continues to influence India's economic policies and governance decades after his tenure ended.
